		<description>Agreed. But what I think it does show is the potential that there is strong internal discordance within the agency itself. Administrator Johnson and others might be bowing to the political pressures from Washington, but there are dedicated, knowledgeable, and perhaps, a few wise people in the EPA who do not want to see this thing move forward. </description>
