I believe solar and wind harness will unsettle natural atmospheric and climatic momentum faster than fossil fuel introduction. I'm saying, in less than the school life of a new born we will see reversal activity in the solar budget and equillirium. So what! We are into stirring up nature aren't we so lets do it really big this time and with solar and wind processing, we will. In the mean time you need to move farther away from our coast and higher above the flood plains, because winds and walls of water will reach farther than ever with this harnessing, and temperture dispursal will generate winds uncommmon on earth, out of the openness and out of the valley when temperture movment typically has been retarded in the past. Because of radiant solar captures we will see change from under-ground up to and out of the upper atmospheres, in places not accoustomed to winds of such behvior. We better move back into the caves folks, nature will change with this one.

The NEPA is the law of the land, and I seriously doubt that the BLM can reverse the law by an internal executive order from some mid level Bureaucrat. If I were a rancher and I needed to bulldozed a road across BLM land, say to drive my stock to market or to provide easier access to my land, I would probably need a permit, and an Environmental Impact Study, before the permit was authorized. I think, that we should take a few pages from the Sierra Club playbook, and sue the BLM. Where is the
Wilderness Society, or SUWA?

thank you for putting this into some perspective. i tend to agree that a thorough environmental impact investigation needs to be done. if there were 1 million acres proposed for use by coal-burning plants or tennis courts, we would all scream bloody murder if the BLM didn't let us know exactly what the environmental implications were.
