your information is a little off. Schwarzenegger signed The Global Warming Solutions Act (AB 32) in 2006. that act is essentially a big promise that the state of California will do something about global warming. it sets a goal and a timeline.   
the current debate is about another piece of legislation by the same author Fran Pavley, CA AB 1493 aka the Pavley Bill. this law deals with auto emission standards. it was passed into law and its implementation was delayed for six years by a silent federal EPA unwilling to make any movement on carbon emissions. we had to sue them to get any answer at all. their prefered method here is to sit on their hands and hope people forget about the issue. our federal government is so incompetent right now even Arnold is fed up &amp; willing to speak out against the leader of his own party.
