		<description>Imposing plug in cars by law will stabilize wind power at no cost to the development. Batteries can and will be charged at times of peak power production if the power at that time is offered at a reasonably lower rate. Because human nature is what it is, people will find a way to charge their batteries when the rate is lowest, and even purchase multiple batteries to take advantage - a classical win-win situation. I may even fill my swimming pool with lead and acid and buy an inverter myself, I will store at cheap rates and sell back at high rates - opportunistic capitalism is not dead, just hiding and waiting to pounce! </description>
