It is the overall allocation that should matter to environmentalists. As the Guardian&#039;s analysis shows, the UK&#039;s allocation will require reductions of 60 million tonnes of CO2 per year. 
 
More importantly, the annual allocation across the EU between 2008 and 2012 is 7% below 2007 emissions. Emission permits have not been over-allocated. 
 
The numbers in the Guardian show that some companies have more credits than they need, while others don&#039;t have enough. This is a financial issue for these individual companies, but it should not be a significant issue for environmentalists. </description>
