The Feds are basically incompetent. The drug testing proposed for miners is urine based, thus will not be effective anyway due to the prevalent practices of adulteration and substitution. Oral fluid and hair should have been used. Secondly, coal dust inhalation is clearly a issue of equal importance. I could agree more. The Feds are basically incompetent.
