Fair enough. Perhaps I should have been more explicit about the level of approval I was referring to. But they have to do an EIS? Is that because it is on public land? </description>

		<description>At least CA gets it.  FL is so backass with just talk talk talk claiming to be green but no real govermnet support.  And Don&#039;t say its unfair to support electric cars and not oil because oil has had its trillions in support. </description>
