		<description>Turns out, most heating and air contractors will be put out of business at the end of this year when the new rules go into effect. Ordinary people, who might need a small and relatively unexpensive repair or service call, will be informed that they need new equipment (average prior cost $2 -3K), but will now be forced to spend MANY thousands of dollars more to &#039;come up to code&#039;. This is all being driven by the new environmental laws that will put the onus onto the Licensed business person to enforce the new &#039;energy&#039; efficiency &#039;code&#039;. This may seem a necessary evil, and that the average American CAN, or should, and will be forced to afford to pay, but the reality is that many including low or fixed income, will never be able to afford it. So, they will find they will be forced to hire illegal, unlicensed contractors in order to maintain their nominal standard of living. It&#039;s going to turn the whole industry upside down...</description>
