		<description>Very exciting stuff indeed. Remember though, it&#039;s not just about Solar. It&#039;s about Energy Efficiency FIRST, then renewable energy. Which is one reason the Berkeley program hasn&#039;t taken off the way it could have - who has $20K to put into solar in this economy even if it is paid off over 20 years? And why waste money by putting solar power on a leaky, energy hogging house? 
 
So the key to these financing districts is $2000 - $5000 loans to reduce your energy bills by 25-40%. Now that&#039;s something we can do for millions of homes across America and make huge progress toward our climate change goals.
