The mercury in a CFL is a tiny amount - the stupid line about calling out the hazmat team if you break one is laughable. It works for some people as they really have no idea of what chemicals they have been exposed to over a lifetime though. Dispose of CFL's correctly and no big deal. Not all forms of mercury are hazardous either. What these stories typically don't mention is little bits of info such as quantities emitted by the plant(s).

Kind of like saying 'deep background' and such. Just a way to put in a desired statement and attribute it to someone else. I expect there are already laws on the books that would work for this. The EPA doesn't have any regulations? Why not use them? Of course, then the grandstanders in congress wouldn't have a press release.
