		<description>3 billions is not too much but still a good sum.The implementation of this program for renewable energy will be a welcome boost, just when we all need it. We are going to see a lot of government doing the same in near future.</description>

A subsidy is a subsidy - making something happen that should not happen. If the government wants to make solar &amp; wind competitive then put a carbon tax on other power - in proportion to the carbon released. 
 
The San Fransisco cigarette tax will make more &#039;green jobs&#039; than many of the subsidy dollars. Maybe not high tech jobs but most of the &#039;new energy&#039; jobs will also be labor only. </description>
