3 billions is not too much but still a good sum.The implementation of this program for renewable energy will be a welcome boost, just when we all need it. We are going to see a lot of government doing the same in near future.

And people whine about farming subsidies?

A subsidy is a subsidy – making something happen that should not happen. If the government wants to make solar & wind competitive then put a carbon tax on other power – in proportion to the carbon released.

The San Fransisco cigarette tax will make more 'green jobs' than many of the subsidy dollars. Maybe not high tech jobs but most of the 'new energy' jobs will also be labor only.
