		<description>The hand will stay out. Indian&#039;s are among the best negotiators in the world - in business they beat the best of Europe day in and day out just due to hard work and persistence.  
 
Climate change will be no different except that the government doesn&#039;t have the capacity of the private companies. The government does have so many restrictions politically that they rarely manage to do anything. 
 
Never mind that one reason for the continuing poverty in India is the historical mess made by Nehru and following socialist governments. </description>
