It&#039;s inaccurate to say that China&#039;s carbon intensity target will rely on foreign funding. Chinese leaders have made it clear that the 40-45% target will be unilateral, and that it will not be contingent on either outside funding or the pledges of other countries.

In addition, we reached a significant step on transparency at Copenhagen. China agreed to enhanced National Communications appropriate &quot;consultations and analysis&quot; with the international community. 

While you&#039;re absolutely correct that much work remains to be done to limit the growth of China&#039;s emissions, I believe the most recent efforts have been in the right direction.</description>
