Federal Bailout Extends Green Building Tax Credits

empire state building in greenAs everyone knows by know, several “sweeteners” were added to the $700 billion financial bailout to get previously disinterested members of the house to jump on board. Among the less publicized sweeteners was the extension of the Energy Efficient Green Building Tax Deduction.

Energy Efficient Commercial Building Tax Deduction

Extended through December 31, 2013. Section 179D(a) is a deduction for commercial building owners whose buildings meet certain energy standards. The deduction is as much as $1.80 per square foot for buildings that achieve a 50 percent energy savings target. Read the rest of this entry »

House Finally Releases Plan for Carbon Cap and Trade

Leaders of the House Energy and Commerce Committee have finally released their highly-anticipated draft legislation to cap greenhouse gas emissions. The proposal (pdf) is modeled after the Senate bill that was introduced, debated, but not voted on earlier this year. However, the draft legislation also contains some some substantial differences between the Senate version.

The draft would require 6 percent emission reductions by 2020, compared to 19 percent in the Senate bill. But the caps would accelerate in later years to require 80 percent reductions by 2050, which is actually faster than the total proposed reductions in the Senate version. The eighty percent reduction by 2050 would also matched the proposed targets released by Democratic candidate for President, Barack Obama. Read the rest of this entry »

EPA Will Not Regulate Rocket Fuel Toxins In Drinking Water

The U.S. Environmental Protection Agency has decided against the national regulation of perchlorate, a toxic component of rocket fuel that contaminates drinking water at sites in at least 35 states. The EPA has decided that since this is a state specific situation, it should be addressed at the state level.

Perchlorate interferes with the thyroid gland’s ability to absorb iodine inhibiting thyroid hormones that are necessary for brain development and cellular growth of infants. The chemical has been found not only in drinking water but also in lettuce and milk. In 2004, the Food and Drug Administration reported finding perchlorate in 217 of 232 samples of milk and lettuce in 15 states. Read the rest of this entry »

$700 Billion Bailout Includes Tax Credits For Renewable Energy Industries

Given the hue and cry that has been unleashed in America with regard to the bailout, there is finally good news for the renewable energy industry. The Emergency Economic Stabilization Act of 2008, passed by the House of Representatives with a vote of 263 to 171, and signed into law by President George Bush immediately afterwards, extends investment and production tax credits for the wind and solar industries. The extensions will be partly paid for by a change in the tax code for the oil and gas industry.

Mean Joe Green #28: McCain’s Environmental Strategy: Lie.

Want a President who isn’t afraid to ignore important votes for renewable energy and unafraid to lie to your face?
Vote John McCain.

Two recent bills in support of promoting renewable energy nearly made it to the the Senate floor–they fell one vote short. Needing 60 votes to progress, each failed with a tally of 59 for–40 against–and 1 senator absent. Guess which senator missed the votes that could have moved our country and our economy towards cleaner, greener, pastures?

You guessed it–The Maverick!

And guess who was absent on 6 other similar votes this year and last?

Yep–Maverick again!

And guess who, when asked about those missed votes, told U.S. citizens “..I have not missed any crucial vote”?

Mav!

At a time when we are in desperate need of a global clean-up can we afford to elect a Maverick who stated last December that the “truly clean technologies don’t work.”? (By the way this is the same one-man think tank that called the fundamentals of our economy strong, only a few weeks back!)

Time to elect a leader who has a clue…

Gov. Arnold Schwarzenegger Terminates California’s Endangered Fish

California Governor Arnold Schwarzenegger bites at $3.1 million in funding for endangered species.

Just how green California Governor Arnold Schwarzenegger is is definitely up for debate. He has his moments of somewhat progressive policy, which he then dilutes with moments of complete and utter ignorance. For example, when he signed California’s way overdue budget, he lined-out $3.1 million in funding from the Department of Fish and Game (DFG) to restore salmon, steelhead and other endangered and threatened species.

“We are deeply disappointed that the governor would opt to severely limit DFG’s ability to protect our environment at this critical time,” said California Trout Chief Executive Officer Brian Stranko. “Particularly given the dramatic recent reductions in salmon populations and other threatened and endangered species, this action seems especially short-sighted. His action is particularly troublesome given the relatively minor savings achieved to our multi-billion dollar state budget.”

Amusingly enough, this was followed up by the Governator taking center stage in San Francisco at a Commonwealth Club event to celebrate the state’s success in its leadership on fightingglobal warming.

“The global warming debate is over,” Schwarzenegger reminded everyone. He went on to say that Washington is “asleep at the wheel,” and that he would not wait.

Yet, Schwarzenegger has limiting critical funding for DFG’s Biodiversity Program staff. Thy are responsible for enforcing California’s Endangered Species Act (CESA),  as well as overseeing timber harvesting plans. The state’s efforts for recovery of threatened and endangered species are budgeted under this program, according to California Trout.

Here are some other fouls listed by Indybay:

• The refusal of his appointed officials on the State Water Resources Control Board and regional boards to hold agricultural polluters to the same standards as industry and municipalities, in spite of pleas by fishermen, conservationists and farm workers.

• His veto of historic suction dredge mining legislation, sponsored by the Karuk Indian Tribe and California Trout, last year. More recently, the Governor pressured the Legislature to remove interim suction dredge mining restrictions that were to have been incorporated as part of an omnibus resource trailer bill, AB 1338 (Huffman) that was adopted by the Legislature last Monday night as part of the state budget package and sent to the Governor.

• His persistent fast-track advocacy of “no fishing zones” on the California Coast, under the guise of “Marine Protected Areas.” These areas kick sustainable commercial and recreational fishermen off the water while doing nothing to stop water pollution, habitat degradation, water diversions and water exports that have resulted in huge fishery declines. Could it be that Schwarzenegger is removing fishermen from the water, forcing them to find work elsewhere, in order to eliminate the most persistent critics of his water policies?

• The failure by the DFG under the Schwarzenegger administration to support a volunteer rescue of tens of thousands of striped bass, Sacramento blackfish, Sacramento splittail, largemouth bass and other species last November when the Bureau of Reclamation drained Prospect Island in the California Delta. Before the volunteers were finally allowed to do the rescue, thousands of fish died, making Prospect Island the largest fish kill ever documented on the Delta and one of the largest fish kills in California history.

As campaign director of Restore the Delta Barbara Barrigan-Parrilla said, “Schwarzenegger is as green as a silk plant. When you get up close, you realize that is all a big fake.”

EPA to Give Factory Farms a Free Pass on Emissions

As a thinly veiled favor to agriculture lobbyists, the EPA has proposed to eliminate a rule that currently requires large livestock facilities to track and report their noxious gas emissions. An individual factory farm can be responsible for as much greenhouse gas emissions as an entire major American city.

A Government Accountability Office report, however, has come out against the proposed EPA change. The report explains that one facility can produce up to 1.6 million tons of manure each year, which causes 1.5 times more pollution to water and air than a city like Philadelphia. In Congress, a House oversight committee convened today to try to convince the EPA away from the change.

Bush Gets Schooled by the Senate On Environmental Policy

The Senate met today to review Bush’s environmental record. It was sparked by the EPA’s denial of a California waiver to regulate automotive greenhouse gases.

The committee entitled, “Bush Administration Environmental Record at Department of Interior and Environmental Protection Agency,” met today. Senator Barbara Boxer called the hearing to explore how the administration has held up with respect to environmental integrity. A driving force behind the committee was the denial of California’s petition to curb greenhouse emissions by allowing the state to regulate vehicular fuel efficiency. The hearing was also looking into a proposal to loosen rules protecting endangered species. You can watch a full video of the hearing here.

Boxer, who is chairwoman of the Senate Environment and Public Works Committee, wasn’t too happy when two high-level officials at the Environmental Protection Agency and Department of Interior failed to show up for the hearing.

“They’re cowardly and they have been a danger to the people of this country,” Boxer said.

Al Gore Calls for “Civil Disobedience” to Stop Construction of New Coal-Fired Power Plants

New York, September 24, 2008- Mr. Gore’s attack on coal was clear and forceful. “Clean coal is like healthy cigarettes - it does not exist,” he said. But Gore also added that if we can sequester coal, than okay. But since the technology does not exist right now, we shouldn’t be pretending it is a solution.

Gore called on the young people in the United States to reject new coal-fired power plants. “It’s time for civil disobedience to stop the construction of new coal plants,” implored the former Vice-President.

After introductory remarks by former President Bill Clinton, Mayor of New York Michael Bloomberg, and cyclist Lance Armstrong, Al Gore launched a familiar-sounding polemic against carbon-based fuels with an intensified focus on the dishonest - and perhaps illegal - actions of the “carbon lobby.” Al Gore joined the discussion begun by the high-profile collection of heads of state, corporate leaders, and one very well-behaved rockstar/activist.

Joining Clinton on stage was former Vice-President Al Gore; the Queen of Jordan Rania Al-Abdullah; the Chairman of the Board of Directors of Coca-Cola, E. Neville Isdell; the President of Liberia, Ellent Johnson-Sirleaf, and Bono.

Gore takes on big carbon

Gore said for the carbon lobby to be trying to convince their stockholders that renewable energy is risky business and that climate change is a hoax, they are purporting a type of stock fraud that should be addressed by attorneys general across the country. Read the rest of this entry »
